Makes no sense
Let me see if I have this right. Highland Park has a water plant. This water plant has excess capacity, so it sells water to other suburbs.
Now with increased water usage, Highland Park has to spend $30 million so we will have enough water to sell to other suburbs.
If we weren’t selling water to other suburbs we wouldn’t have to spend $30 million.
We’re told the other suburbs will pay more than 50 percent of the bonds. They ought to pay 100 percent. They’re the cause of us having to spend the $30 million in the first place.
